I don't understand the question, you don't start or stop, enable or disable ADR.
Or are you talking about AWR?

The parameter
DIAG_ADR_ENABLED
is used to turn ADR off/on. Accepted values are
OFF/ON.

LOG_LEVEL parameter is used to control level of logging information generated by ADR (trace files).
