Well based on what I know about the term, I think they are a group of individuals that functions as the core of a bigger group.

Usually this core oracle group is the source of decisions and information that would make the other components work.

Pretty much how a database functions in a system as the repository and storage of data. it really is fascinating to find out the parallelism.
