Could you please advise if there is any place within this forum to discuss OEBS implementation issues?
If anybody knows are there any on-going OEBS implementations located in Russia?

"Here" is the right place. However, most "discussions" here mean "someone asks a question and nobody replies" or, if you are lucky, you get a reply or two (which includes my occasional instructions to look for help elsewhere, such as OTN forums). Unfortunately, we lack in skilled EBS people here and most discussions are dead before they've even started.
