reading through Oracle docs, there is a way to create new users through Portal. it states that there should be a "User Portlet" in the [[Administer]] tab. i can't seem to see/find it. i only see: "Portal User Profile", "Group", and "Portal Group Profile". i'm log into Portal using 'Portal' account, and this account should be the SuperAdministrator.

can someone help me????

On the administrator tab you should have porlets such as
User, Services, Portlet Repository
Portal User Profile
Portal Group Profile, SSO Server Adminstration, Export/Import Transport set

The User Portlet can be found in (Add Portlet)
Portlet Repository : Administration : SSO/OID -> USER
