In Oracle GL, which cost centres in the Organisation Structure below do I need to define Budgets for, and which ones should I define Budget Organisation for?

Organisation Structure:
Corporate Budget includes two cost centres with budgets:
Sales Division and Marketing Division.

Sales Division includes three cost centres with budgets:
West Region Budget
Central Region Budget and
Eastern Region Budget

Marketing Division includes three cost centres with budgets:
Publications Budget
Public Relations Budget and
Trade Shows Budget
