Somebody at your site will be the "Administrator" for MetaLink access. I suggest that you start by asking your APPS DBA who the MetaLink Administrator is; it might be him/her, but if not, they will know who it is.

Once your Administrator has given you access, it is simply a matter of going to https://metalink.oracle.com/ and entering your userid and password.
