A TAR is a Technical Assistance Request but Oracle are in the process of changing the name to SR which is a Service Request.

As a functional consultant, you may encounter a problem with the applications, where they do not perform as you expect. After researching the problem (here and on MetaLink) you can raise a TAR through MetaLink. Somebody will normally respond on the same business day, even for priority 4 problems.

When Oracle Support have given you an answer, or raised a BUG, they (or you) can mark the TAR as "Resolved" which means that no further action is required from you or from Oracle Support.

It just means that your Support Analyst thinks that he or she has resolved the issue.
