Return Requisition to person other than requisition preparer

Is it possible to return requisition from autocreate screen to person other than requisition preparer.
Currently in 11.5.9 version, the functionality available is such that if a user wants to return requisition from autocreate screen he/she goes to Tools --> Return requisition. The requisition is returned to requisition preparer.
Is it possible to modify this and send requisition to other person whenever desired?
