As you didn't mention your working environment, this answer concernes Oracle Reports Builder 10g.

First draw a line.
Go to Format menu - Line - Line width and choose desired line width.

hi samit_gandhi,

To put a double line in oracle reports, put a label box and press the '=' key as many times as you need. But make sure that vertical elasticity and horizontal elasticity property of the label box is set to 'Fixed'.

Thanks,
Revathi.

Draw a line,
change the ruler settings,
then draw the second line.

The ruler settings may be changed here:
tools | options | rulers

Change the Grid Spacing from 1 to 0.25.
