You can configure either way. You need to ask this question to the client.

For a source and category combination, you can define 'Approval required' as yes or no.

If you define 'Approval required' as "Yes", then the journal needs to be approved before the next step.

Journal preparer can also approve the journal, if profile option is set accordingly.

Workflow process can be used for complex approval process (Refer workflow manual for details)

before that step at set of books level, we have to enable the journal approval check box.
