could someone help me out and tell me how to migrate between different versions of oracle. how do i apply patches for the new oracle apps database.

There are specific instructions supplied with every patch and patchset that Oracle sends out, and there is normally a file called "readme.1st".

If you don't know which patches or patchsets you need to apply, start with the "Patches & Updates" section of MetaLink at https://metalink.oracle.com/
