Hello..
This is Sarat.
I'm using Oracle 9i as mentioned.In addition I'm also using Forms 6i and Reports 6i.
Now I want to upgrade from Windows XP to Windows Server 2003.

My System Configuration is:
Pentium 4 3.00GHz
512 MB RAM(planning to upgrade this to 1GB)

My doubt is:
Does this effect Oracle's performance in any way?
Do I need to reinstall Oracle?

9.0 is not (and never was) supported on Windows 2003, I think this is the most important point.
